Koncom m\u00e1ja tohto roka schv\u00e1lil parlament z\u00e1kon, ktor\u00fd m\u00e1 prispie\u0165 k v\u00fdstavbe n\u00e1jomn\u00fdch bytov s regulovanou v\u00fd\u0161kou n\u00e1jomn\u00e9ho so z\u00e1rukou dlhodob\u00e9ho b\u00fdvania. Hoci m\u00e1 tak\u00fdto typ b\u00fdvania ve\u013ea v\u00fdhod, objavuje sa pri \u0148om z\u00e1sadn\u00e1 ot\u00e1zka: M\u00e1 skuto\u010dne potenci\u00e1l zmeni\u0165 zau\u017e\u00edvan\u00fd \u201estereotyp\u201c o potrebe b\u00fdvania vo vlastnom?<\/p>\n\n\n\n

Slovensko v\u00fdrazne zaost\u00e1va<\/h2>\n\n\n\n

N\u00e1jomn\u00e9 byty s\u00fa v s\u00fa\u010dasnosti ve\u013emi ob\u013e\u00faben\u00e9. Pod\u013ea inform\u00e1ci\u00ed z roku 2020<\/a> bol v krajin\u00e1ch Eur\u00f3pskej \u00fanie priemern\u00fd podiel prenajat\u00fdch a vlastnen\u00fdch bytov v\u00a0pomere 30:70. Na \u010dele rebr\u00ed\u010dka sa umiestnilo Nemecko so\u00a049,5 % n\u00e1jomn\u00fdch bytov, zatia\u013e \u010do Slovensko skon\u010dilo predposledn\u00e9, so 7,7 % n\u00e1jomn\u00fdch bytov. Pre lep\u0161iu predstavu, v \u010cesku to bolo pribli\u017ene 21 % a v\u00a0Rak\u00fasku takmer 44 %.<\/p>\n\n\n\n

Slov\u00e1ci s\u00fa vraj zvyknut\u00ed vlastni\u0165, av\u0161ak \u201ekeby nedo\u0161lo k odpredaju \u0161t\u00e1tnych bytov (1989 privatiz\u00e1cia \u0161t\u00e1tneho bytov\u00e9ho fondu), n\u00e1jomn\u00e9 b\u00fdvanie na Slovensku by bolo na \u00farovni ostatn\u00fdch \u0161t\u00e1tov EU,\u201c <\/em>hovor\u00ed Ing. Ladislava Cengelov\u00e1, gener\u00e1lna riadite\u013eka sekcie bytovej politiky a mestsk\u00e9ho rozvoja, Ministerstva dopravy a v\u00fdstavby SR.<\/p>\n\n\n\n

Ekonomick\u00e1 realita m\u00f4\u017ee pod\u013ea nej mnoh\u00fdch vlastn\u00edkov dotla\u010di\u0165 ku zmene. Vyd\u00e1va\u0165 viac ne\u017e 40 % \u010dist\u00fdch pr\u00edjmov dom\u00e1cnosti n\u00e1klady spojen\u00e9 s\u00a0b\u00fdvan\u00edm, vr\u00e1tane spl\u00e1tok \u00faverov, je mimoriadne ohrozuj\u00face \u2013 bez finan\u010dn\u00fdch rezerv m\u00f4\u017ee u\u017e aj strata pr\u00edjmu na 2 mesiace sp\u00f4sobi\u0165 neschopnos\u0165 spl\u00e1ca\u0165 hypot\u00e9ku. V pr\u00edpade\u00a0n\u00e1jomn\u00e9ho b\u00fdvania je t\u00e1to situ\u00e1cia rie\u0161ite\u013en\u00e1 r\u00fdchlej\u0161ie a \u013eah\u0161ie. N\u00e1jomcovi taktie\u017e odpadaj\u00fa viacer\u00e9 starosti s\u00a0\u00fadr\u017ebou bytu.<\/p>\n\n\n\n

Pod\u013ea Ing. Cengelovej je d\u00f4le\u017eit\u00e1 aj zmena ment\u00e1lneho obrazu n\u00e1jomn\u00e9ho b\u00fdvania v\u00a0hlav\u00e1ch Slov\u00e1kov. \u201eNejde o\u00a0b\u00fdvanie pre vyl\u00fa\u010den\u00e9 skupiny obyvate\u013estva, ubytovacie domy a\u00a0soci\u00e1lne n\u00e1jomn\u00e9 byty s\u00fa dnes kr\u00e1sne byty so \u0161tandardom 21. storo\u010dia,\u201c<\/em> povedala v\u00a0podcaste N\u00e1rodnej asoci\u00e1cie realitn\u00fdch kancel\u00e1ri\u00ed Slovenska. \u201eV\u00a0zahrani\u010d\u00ed je t\u00e1to forma b\u00fdvania absol\u00fatne be\u017en\u00e1, napr\u00edklad v\u00a0Nemecku 50 % Nemcov b\u00fdva v\u00a0n\u00e1jomnom b\u00fdvan\u00ed,\u201c<\/em> \u00a0dod\u00e1va.<\/p>\n\n\n\n

Kto sa star\u00e1 o potreby n\u00e1jomcov?<\/h2>\n\n\n\n

Starostlivos\u0165 v oblasti n\u00e1jomn\u00e9ho b\u00fdvania maj\u00fa na starosti mest\u00e1 a obce, nie \u0161t\u00e1t. V\u00fdstavba n\u00e1jomn\u00fdch bytov mala preto v posledn\u00fdch rokoch sk\u00f4r klesaj\u00facu tendenciu.<\/strong> Medzi rokmi 2009 a 2016 sa podiel dokon\u010den\u00fdch n\u00e1jomn\u00fdch bytov z celkov\u00e9ho po\u010dtu dokon\u010den\u00fdch bytov zn\u00ed\u017eil z 12,24 % (2 305 dokon\u010den\u00fdch bytov) na len 2,29 % (359 dokon\u010den\u00fdch bytov).<\/p>\n\n\n\n

Tento probl\u00e9m m\u00e1 vyrie\u0161i\u0165 nov\u00fd z\u00e1kon, najm\u00e4 v\u010faka regulovanej cene, ktor\u00e1 by mala by\u0165 o 30 % ni\u017e\u0161ia oproti komer\u010dn\u00e9mu b\u00fdvaniu.<\/strong> Presn\u00e1 suma zatia\u013e zn\u00e1ma nie je, no regulovan\u00e9 n\u00e1jomn\u00e9 sa m\u00e1 ka\u017ed\u00fd rok prepo\u010d\u00edta\u0165 na z\u00e1klade infl\u00e1cie.<\/p>\n\n\n\n

Na Slovensku ch\u00fdba pribli\u017ene 400-tis\u00edc bytov. To je ohromn\u00e9 \u010d\u00edslo. M\u00e1me ve\u013ek\u00fd dopyt, ktor\u00fd je n\u00e1sobne vy\u0161\u0161\u00ed ako ponuka.<\/p>J\u00e1n P\u00e1len\u010d\u00e1r, prezident NARKS<\/a><\/cite><\/blockquote><\/figure>\n\n\n\n

Situ\u00e1cia je v s\u00fa\u010dasnosti pod\u013ea odborn\u00edkov kritick\u00e1. Aj z d\u00f4sledku dlhodob\u00e9ho nedostatku bytov pod\u013ea Eurostat b\u00fdva a\u017e 65,2 % \u013eud\u00ed vo veku od 18 do 34 rokov st\u00e1le so svojimi rodi\u010dmi, pri\u010dom priemer v E\u00da je 49,5 %. Situ\u00e1ciu v oblasti komer\u010dn\u00e9ho pren\u00e1jmu bytov zhor\u0161ila aj vojna na Ukrajine a pr\u00edliv ute\u010dencov z tejto krajiny a to predov\u0161etk\u00fdm vo ve\u013ek\u00fdch mest\u00e1ch, kde ponuka poklesla o polovicu a ceny v niektor\u00fdch segmentoch vzr\u00e1stli takmer o \u0161tvrtinu.<\/p>\n\n\n\n

T\u00fdm, ktor\u00ed si ho nem\u00f4\u017eu dovoli\u0165, m\u00e1 pom\u00f4c\u0165 \u0161t\u00e1t<\/h2>\n\n\n\n

S\u00fa\u010dasn\u00fd syst\u00e9m podpory obstar\u00e1vania n\u00e1jomn\u00e9ho b\u00fdvania je odstup\u0148ovan\u00fd pod\u013ea cie\u013eov\u00fdch soci\u00e1lnych skup\u00edn.<\/p>\n\n\n\n

  1. Poskytovanie dot\u00e1ci\u00ed a \u00faverov pre samospr\u00e1vy \u2013 pre t\u00fdch najzranite\u013enej\u0161\u00edch do v\u00fd\u0161ky 3x \u017eivotn\u00e9ho minima.<\/li>
  2. \u00daveru samospr\u00e1vam od \u0160t\u00e1tneho fondu rozvoja b\u00fdvania.<\/li>
  3. Relat\u00edvne nov\u00e9 \u00favery na obstar\u00e1vanie n\u00e1jomn\u00fdch bytov pre pr\u00e1vnick\u00e9 osoby.<\/li><\/ol>\n\n\n\n

    St\u00e1le v\u0161ak ide o podporu n\u00e1jomn\u00e9ho b\u00fdvania pre t\u00fdch, ktor\u00ed si ho nedok\u00e1\u017eu zabezpe\u010di\u0165 vlastn\u00fdmi silami. Prostriedky zo \u0160t\u00e1tneho fondu rozvoja b\u00fdvania v minulosti smerovali najm\u00e4 do men\u0161\u00edch obc\u00ed. Dnes u\u017e rastie dopyt aj zo strany v\u00e4\u010d\u0161\u00edch samospr\u00e1v a krajsk\u00fdch miest<\/strong> ako Bratislava, \u017dilina \u010di Pre\u0161ov. A to aj v\u010faka nav\u00fd\u0161eniu limitov obstar\u00e1vac\u00edch n\u00e1kladov.<\/p>\n\n\n\n

    \u201eZa \u00fa\u010delom migr\u00e1cie pracovnej sily vznikol nov\u00fd \u00fa\u010del podpory zo \u0160FRB, ubytovac\u00ed dom. S t\u00fdm sa e\u0161te samospr\u00e1vy a s\u00fakromn\u00fd sektor len oboznamuj\u00fa, nako\u013eko v t\u00fdchto ubytovac\u00edch domoch m\u00f4\u017eu by\u0165 ubytovan\u00e9 osoby aj bez obmedzenia pr\u00edjmu, teda hasi\u010di, policajti, lek\u00e1ri, zdravotn\u00e9 sestry a in\u00e9 osoby, ktor\u00fdch pr\u00edjem prekra\u010duje 5-n\u00e1sobok \u017eivotn\u00e9ho minima.\u201c<\/em> \u2013 Ing. Tom\u00e1\u0161 Lamprecht, gener\u00e1lny riadite\u013e \u0160t\u00e1tneho fondu rozvoja b\u00fdvania.<\/p>\n\n\n\n

    M\u00e1 n\u00e1jomn\u00e9 b\u00fdvanie potenci\u00e1l?<\/h2>\n\n\n\n

    N\u00e1jomn\u00e9 b\u00fdvanie vyzer\u00e1 na prv\u00fd poh\u013ead ako skvel\u00e9 rie\u0161enie najm\u00e4 pre osoby, ktor\u00e9 si nem\u00f4\u017eu dovoli\u0165 klasick\u00e9 komer\u010dn\u00e9 b\u00fdvanie. Pri nahliadnut\u00ed do z\u00e1kona sa v\u0161ak objavuj\u00fa dva v\u00e4\u010d\u0161ie probl\u00e9my<\/strong>.<\/p>\n\n\n\n

    Prv\u00fdm je platenie n\u00e1jomn\u00e9ho. Od podn\u00e1jomn\u00edkov bude \u0161t\u00e1t vy\u017eadova\u0165, aby zaplatili n\u00e1jomn\u00e9<\/strong> na 3 a\u017e 6 mesiacov dopredu<\/strong>. Takisto na obnovu a prestavbu t\u00fdchto bytov. Tento fakt by mohol vytvori\u0165 nerovnov\u00e1hu na trhu.<\/p>\n\n\n\n

    \u010co to znamen\u00e1 pre investora?<\/h2>\n\n\n\n

    Na z\u00e1klade investi\u010dnej zmluvy so \u0161t\u00e1tom m\u00e1 investi\u010dn\u00fd fond povinnos\u0165 prev\u00e1dzkova\u0165 bytov\u00fd fond po dobu najmenej 25 rokov. Po tomto obdob\u00ed ho m\u00f4\u017ee odpreda\u0165, no nie do s\u00fakromn\u00e9ho vlastn\u00edctva n\u00e1jomn\u00edkom, ale len \u010fal\u0161iemu investi\u010dn\u00e9mu fondu s licenciou.<\/strong> \u0160t\u00e1t tak predch\u00e1dza riziku, \u017ee by nov\u00fd majite\u013e n\u00e1jomn\u00edkov vys\u0165ahoval a byty rozpredal.<\/p>\n\n\n\n

    Samostatn\u00fd realitn\u00fd investor nem\u00e1 mo\u017enos\u0165 investova\u0165 do \u0161t\u00e1tneho n\u00e1jomn\u00e9ho b\u00fdvania. Spom\u00ednan\u00e9 regulovan\u00e9 b\u00fdvanie naviac znamen\u00e1, \u017ee n\u00e1jomn\u00e9 pri \u0161t\u00e1tnom n\u00e1jomnom byte bude pod hladinou trhu. Na trhu mo\u017eno n\u00e1js\u0165 nieko\u013eko investi\u010dn\u00fdch pr\u00edle\u017eitost\u00ed do nehnute\u013enost\u00ed ur\u010den\u00fdch na komer\u010dn\u00e9 n\u00e1jomn\u00e9 b\u00fdvanie alebo komer\u010dn\u00fd pren\u00e1jom kancel\u00e1rskych priestorov. Tu sa v\u0161ak v\u00fdnos dlhodobo pohybuje niekde medzi 2-3 %. Pod hladinou dlhoro\u010dnej infl\u00e1cie na druhej strane v posledn\u00fdch dvoch rokoch vy\u0161\u0161ie ako sadzby na term\u00ednovan\u00fdch vkladoch v bank\u00e1ch na 2 a viac rokov (po n\u00e1raste dosiahli sadzby v j\u00fani tohto roku v priemere 1 %).
